4. Requirements under MoCRA. The Modernization of Cosmetics Regulation Act of 2022 (MoCRA) overhauled FDA’s oversight of cosmetic products and facilities. As set forth below, MoCRA imposes requirements on facilities that manufacture or process cosmetic products distributed in the United States that align FDA’s regulation of cosmetic products with other FDA-regulated products, such as OTC drugs and foods.
